Parked on sidewalk for years; Still no ticket

The owner of this scooter is a happy lucky man. When asked if he always parks on the sidewalk on bike racks he replied, “Oh yeah man been doing it for years”
He then went on to temped fate saying, “they don’t care about me, no tickets yet.”
So, what’s the deal is this guy just lucky? As I have witness many, many times and even heard from the traffic guys (not cops) who patrol the Loop, they don’t care about scooters and for the most part leave them alone. Now, the is another story. They see this and it’s a ticket fore sure unless there is a across the street. (Which there is not seen in this photo)
